Budgets and deferral

Worker runs have step and time budgets. The governor tracks shared rolling calls, time and estimated spend. These bounds do not promise every objective completes.

Outward steps can enter the approval queue with exact arguments and origin. The owner reviews them through the assistant or the protected E.D.I.T.H. workspace.

Observations

Loop and task panels show existing records and freshness. An old receipt is not a live heartbeat. Missing credentials or disconnected executors can leave work blocked.
